Anti-microbe is approved by Health Canada against the transmission of viruses such as COVID-19 under NPN # 02248351 even if it is not alcohol-based. This can be seen here.

This is possible due to its only active ingredient Benzalkonium Chloride dissolved at a low rate of 0.3%. This low rate is powerful enough to kill 99.99% of harmful bacteria, germs, yeasts and molds.

Benzalkonium chloride solutions are fast-acting, moderately long-lasting bactericidal agents. They are active against most bacteria, viruses, fungi and protozoa.

The applications are very varied, ranging from the formulation of disinfectants to the inhibition of microbial corrosion in petroleum or mineral oils.

It can be found in pharmaceutical products such as antiseptic skin solutions or wipes. It is used as a preservative in cosmetics and other solutions such as eye and nose drops. Some products have been reformulated but it is still used for washing the eyes, in sprays for washing hands and face, in mouth rinses, spermicidal creams and in other cleaning and disinfection products that we use daily in our households.

As an antiseptic, it has the advantage of not burning wounds on application, unlike antiseptics that are ethanol or hydrogen peroxide based.
